I bought it. It's disappointment incarnate.
Good points:
It's a return to classic 2D worms, which instantly makes it much more fun than the 3D versions.
From what I've seen so far AI is greatly improved. It appears the "easy" AI no longer completely misses on every shot and blows itself up (actually, it still does blow itself up, but not as often…), instead it will just choose a poor tactic over a more strategic one. The "very hard" AI is much more consistent, too. All levels of AI seem to be able to pull off amazing shots with grenades, bouncing them off several pieces of landscape, before landing them right next to the intended worm.
There is now a visual indication of what the AI is thinking, which gives you a clue as to what it will do (not that this is particularly useful, since at this point you can't change anything), but it allows you to see what the AI intended should it miss.
There are some throwbacks to the previous games, most notably in the custom terrains.
There's some new weapons which are quite fun (Electromagnets make for interesting game play, especially).
Oh, and of course, the graphics are slightly improved.
Now, the bad points…
This seems to be almost a direct console port, and as such the controls are much less intuitive and can be annoying at times.
The choice of weapons is much smaller than I remember it to be, from Armageddon and World Party. Many of my favourite weapons (in particular the Flamethrower and Longbow) have been removed. ("Classic" weapons such as the Banana Bomb and Concrete Donkey are still around though, thankfully ^_^)
Many of the new weapons are a bit pathetic. Worship, for instance, restores your team's health slightly every round, and damages the opposing team slightly. However, the damage is so slight, from what I've seen, it really isn't worth using it. Another, Marked For Death, supposedly makes the targeted worm receive more damage from attacks, but in most games this really isn't useful either.
The maximum team size has been decreased from 8 to 4, and only 4 teams are allowed in any game. I don't understand why this is the case, since the large teams posed no problem in the previous games, I assume it's a result of it being a console port.
Being a console port is also (probably) to blame for why the map editor is so terrible. Feature wise, it's not much different to what I remember from the previous 2D games, however the interface is terrible. Level themes are selected via a button, which can only be navigated forwards, meaning if you accidentally skip the theme you wanted, you must go through all the others (usually causing it to regenerate the map with the new theme between each) in order to get back to the one you wanted. Similarly, for selecting mine and fire barrel options, these are fairly restrictive and can only be navigated in one direction.
Other things which don't really make much difference, and are just a bit odd:
There are several unlockable maps, which can be bought with points earned in Single Player. From what I can tell, these maps are available from the start by loading a custom map (rather than the seperate "unlocked" maps) anyway, which makes me wonder why the bothered…
They've removed the skunk bomb, and replaced it with a gas gun thing. Don't see what was wrong with the skunk, personally 
From what I can tell, you can't rotate (or extend) girders… This might be me just missing the control, but heh. I don't use them much anyway, so it doesn't bother me too much.
So, that's my opinion on Worms: Reloaded for anyone who is considering buying it. Anyone who has already got it, feel free to confirm/contradict any of those points ^.^

Bananna bombs were so crazy unpredictable – so much fun.
XII, How about the steam integration? Like can you find people to play with online and is there achievements etc…?

Hmm, good question. To be honest, I'm not really sure.
There are achievements, although not many, and I've found sometimes they don't register as being achieved, but this might be something to do with the kind of game being played, I'm not sure.
Other than that, no-one else on my friend list has it, as far as I know, and I haven't yet got around to playing against a random person (the only time I looked, there was only a single game available, and the settings didn't suit me :S).
